Personally, I don't think it should be used at all. It shocks me when I hear it. Maybe it's just because I come from a home where swear words and racial slurs (even things such a n-gga where it's different) are not tolerated. Also, my town is 97.9% white, so I never hear it other than from wangsters. Maybe I'm just old-fashioned, but I don't think any derogatory/offensive terms should be used in public. Sure, I swear around my friends, but I would never go out in public and start saying it because I know that there are people who simply do not want to hear those words. I think that n-gga is along the same lines. If you must use it, use it in a private setting among friends.

I used to feel that If one group of people can say it, we can all say it. But now I just feel like, fuck it, let them have their word. Who cares? Just don't use it if you don't fit into that group.

I've had this discussion numerous times (on here and offline). I've simply reduced my verbal opinion to two lines from one of my favorite songs.....
"Nga nga nga nga nga nga nga. Why do you call yourselves 'nga'?"
"Nga nga nga nga nga nga nga! Cause I'm a mothafuckin' nga!"
