Personally, I don't think it should be used at all. It shocks me when I hear it. Maybe it's just because I come from a home where swear words and racial slurs (even things such a n-gga where it's different) are not tolerated. Also, my town is 97.9% white, so I never hear it other than from wangsters. Maybe I'm just old-fashioned, but I don't think any derogatory/offensive terms should be used in public. Sure, I swear around my friends, but I would never go out in public and start saying it because I know that there are people who simply do not want to hear those words. I think that n-gga is along the same lines. If you must use it, use it in a private setting among friends.

I used to feel that If one group of people can say it, we can all say it. But now I just feel like, fuck it, let them have their word. Who cares? Just don't use it if you don't fit into that group.
