I made you a fail explanation.
The decimals don't really matter in long division until the end. You ignore them and add back later. In this case they cancel.... I think? Idk, 17 is the answer though

Oh hell! Can you read it? I basically got rid of decimals to make things easier but you can't always do that.
10.2 / 0.6 is same as 102 / 6
Then I just used the long division method to solve it.
