There should be a huge fine for littering at all. And it should be stricktly enforced. Littering doesnt hurt anyone, so it is not really punished. But BECAUSE It is not necassary (unlike crimes of passion) it should be slapped rediculously hard. It is rediculous people can be so selfish.

AND MY OWN ADDITION ----- There should be strong noise pollution and politeness laws: Every f*ck has speakers on his cell now, and they play it anywhere they sit, even quiet parks where people are reading. Same with car stereos. And in houses and apartments, people do not seem to give a f*ck if others can hear their noise. THere should be a illegal level of decibals you can put out, which cops can read, and slap you with a heavy fine. And people should not be able to be loud in quiet spaces like libraries and quiet parks, at least in repetitivenoises like stereos etc.. There should be no limit to childrens yells and laughter or exercisers or people shouting at eachother or plays...etc.
