Yeah the skin having too much movement is a bad thing! As soon as skin covers the head it creates a perfect environment for filth like urine, trapped sperm and other bodily fluids....FREAKIN GROSS!

the shaft skin on a circumcised penis should be tight enough that when you pull on it the head still remains totaly uncovered, if it stays uncovered then it's good. If any of it gets covered then its no good.
