okay. so without foundation i have okay-ish skin. only like one or two pimples at a time, but i have a ton of blackheads, my skin is oily and a little red in some areas.
when i use my powder foundation, the oil and blackheads get masked, but my skin gets alot of pimples.
is there a way to still wear my foundation without my skin breaking out?
if it matters, i use both OXY cleansing pads and clean and clear deep cream wash or whatever its called twice a day.

Use a foundation that has acne-cleansing ingredients as well. Also, prep your skin with some time of acne clarifying lotion first. Clinique has really great products for this situation. If you can't spend a lot of money, look into Neutrogena. The key is to find a foundation that will help combat acne because otherwise, using it to cover up your pimples will be counterproductive.

my problem is what i use the acne clearing lotion, it makes my skin greasy.
and i've never seen acne clearing foundation before 0.o

Biroé warming scrub instead of the other ones and then the 4-in-1 lotion as well. it smells fresh and feels oh so light and softtt
right now I'm using the new dream liquid thingy by Maybeline, which is great for coverage and Mineral Wear powder that, I swear, made my acne better

If you use an oil free cream or liquid foundation, you can still get the coverage, but without the spots. I use this:

go to ulta or a makeup store with a wide variety of products
look very careful at the foundations they have
check the ingredients
basically every foundation is different
just take the time to find the right one with all the elements that you're looking for

somewhere like ulta can probably also help you out because they have the make-up specialists too. :]

Biore moisture is great, very light and not greasy
I don't know about foundation
But for the blackheads you could try this tool by Tweezerman that squeezes the stuff out (its not a pair of tweezers or anything like it lol) and it does it gently so it doesnt inflame it or make your breakouts worse. It's like how they do it in the spa. I've used it :)
