I have a '95 Dodge Neon.

Yesterday, when I was driving it, it stalled. Power steering went out, as well.
Also, before I left, it said I had over a quarter tank of gas. I drove 3 blocks away, and it said I was far below a quarter tank.
This morning, it started up fine, but then lost all electrical stuff (the car stayed on).
I tried getting out of the road (there's at least 1 foot of snow out there), and it stalled again.
When I got it back on, it started smoking out of the steering wheel.

If anyone could shed any light on what's going on with my poor little car, please, let me know!

hmmm ive heard of smoke coming out of the steering wheel before, usually its just because some wires came in contact that shudnt have. id check the wiring harnes going through or under the column and see if u can find what got burned first. maybe ur alternator is on the way out or something???

Your power steering went out because its driven off a pulley off the motor, when the motor stalled the power steering stopped working.

The problem you have needs professional help and cannot be diagnosed properly over the internet.

Yeah...I figured.
At least my dad's a mechanic and can diagnose it for free & do all the work for way cheap.
