I was wondering if anyone could tell me the name of this show? its driving me nuts.

i cant really remember much but anyway..
it was a cartoon, and the characters had orange kazoo's and birds as messangers. im pretty sure there was a character called chef souffle? and he had a little restaurant and the seating area overlooked the water. i also remember 2 of the characters would often go out on a little boat and catch fish, i think.

sorry everythings pretty vague but its all i can remember atm!
