A girl wore just the leggings to school the other day so i wouldn't say its too bad to wear them with that over them. I don't personally like it though and would definately feel like I was showing too much/being indecent if that were me. I guess it depends on your own comfort level.

If your comfortable with it, wear it. If you arn't however, people will be able to tell and thus you won't look all that great.
