is there any program that can control CPU fan, and SYS fan speed from windows. by control i mean changing fan speed to reduce noise

It depends on if your motherboard has the ability too or not.

well from bios i can control cpu fan. but my sys fan is making so much noise. temporarily i have swiched connectors, so i control sys instead of cpu fan. so the cpu fan is running full power while i control noisy system one.
