If the guy wasn't good looking it would look fairly dorky on the white average guy *you know the one that has a bad body, white skin, all american boy with the light brown hair*, and a bit weird. You need to be fairly good looking to wear that, or a bit mature looking, or haves so Middle Eastern, Mediterranean, or maybe Latino look into it.
It's just wavy, there's no name for it.
