i don't think it's that bad if it's covering more than what a bikini does. I sometimes do that on quiet days at the beach (not in my underwear though) when i don't bring my cossie because it's too cold to swim but warm enough to sunbake but i make sure my front's covered by like my friend's towel or something when i get up.
